Last I knew, BOE was never going to vote on the Program Analysis. They do believe that it falls under operations, hence belonging to the Sup. I think they'll get recommendations in Dec, but that's it - no vote. BOE will vote on Boundary Analysis, because Sup said they should. So the Program Analysis will be built into the Boundary Analysis vote. If BOE members are willing to vote "no" to Boundary Analysis, that's one way to slow/stop Program Analysis, but unlikely enough members will vote "no." Otherwise, BOE members need a serious re-education on what their role is supposed to be, providing guidance and oversight, esp to such a large endeavor as the Program Analysis. Same reason why Sup thought BOE should vote on Boundary Analysis. Shady that unelected Central Office bureaucrats can make such monumental decisions and sidestep a vote by BOE and without regard to community input.
No, the BOE must vote on all recommended boundary changes as a matter of policy. There is no such policy requiring a vote for program changes, but Taylor did say earlier this year he would bring the program analysis to the board for a vote. But something seems to have shifted since then.
