(a) MEDICAID.—Section 1903(v) of the Social Secu-11
rity Act (42 U.S.C. 1396b(v)) is amended—12

(2) by adding at the end the following new15
paragraph:16
‘‘(5) Notwithstanding the preceding paragraphs of17
this subsection, beginning on October 1, 2026, except as18
provided in paragraphs (2) and (4), in no event shall pay-19
ment be made to a State under this section for medical20
assistance furnished to an individual unless such indi-21
vidual is—22
‘‘(A) a resident of 1 of the 50 States, the Dis-23
trict of Columbia, or a territory of the United24

‘‘(B) either—1
‘‘(i) a citizen or national of the United2
States;3
‘‘(ii) an alien lawfully admitted for perma-4
nent residence as an immigrant as defined by5
sections 101(a)(15) and 101(a)(20) of the Im-6
migration and Nationality Act, excluding,7
among others, alien visitors, tourists, diplomats,8
and students who enter the United States tem-9
porarily with no intention of abandoning their10
residence in a foreign country;11
‘‘(iii) an alien who has been granted the12
status of Cuban and Haitian entrant, as de-13
fined in section 501(e) of the Refugee Edu-14
cation Assistance Act of 1980 (Public Law 96–15
422); or16
‘‘(iv) an individual who lawfully resides in17
the United States in accordance with a Com-18
pact of Free Association referred to in section19
402(b)(2)(G) of the Personal Responsibility and20
Work Opportunity Reconciliation Act of 1996.’’.21
