There was a fantasy that they could use the additional funds to pay teens to handle the jobs, but teens who were willing to work had already picked up life guarding or snack bar shifts or were swimming themselves. Ultimately the people who chose the buyout option got away with not volunteering and the people who didn’t do the buyout had to pick up additional shifts beyond the minimum to make meets work.
