In 1985, Ronald Reagan was sworn in privately on Sunday, January 20, then the public ceremony was on Monday, January 21. That's the deal. It was so incredibly cold that Monday in 1985 that most of the events had to be held indoors, so most of the people who held tickets to watch the inauguration were out of luck.
This is exactly what happens when Inauguration Day falls on Sunday. A private, low-key swearing in is held at the White House and Monday they do the whole thing over just for show along with parades, balls and all the other stuff. Per the Constitution, a president's term starts at 12 Noon on January 20th, regardless if he takes the oath or not. It will not and cannot be moved or changed. It is the way it has always been done, and always will be done.
