The chemical composition of these samples led to the theory that the moon was formed when Earth was struck by a planetary body. [/quote] Rovers (like the ones used on Mars) were developed later. We did not have that technology at the time. It was an astronaut drilling a core and raking up sand. But your question is valid. We prioritized sending people instead of developing the technology to not send people. [/quote] There was a lot of analysis within the space program and the white house to identify a target that would be spectacular and that we would be able to do first, with near certainty. A space station wasn't a good option, because there was a good chance the Russians would beat us if they wanted to. The basic satellites had already been done. The moon let us use our head start (thanks to the Germans) for heavy lift rockets to be able to get there first. It also allowed us to say to the rest of the world, that we come in peace for all mankind.[/quote]
