Giving govt contracts to those with most clout. Shutting out foreigners from business deals, with little recourse. Jailing businessmen when they irk a party member. Extreme force with protestors. Rampant propaganda. The masses will be forced to worry about their little black book (i.e. infractions that may be used against them at any time), increased surveillance, harm from goods that aren't regulated, the restriction to travel freely, and on.
