The drink is loosely modeled on how Indian people drink tea (cinnamon, cardamom etc ). Americans don't drink their tea this way. "Chai tea" is tea prepared how American people perceive that Indian people drink their tea. It's basically shorthand for "spiced tea" or "the way we imagine Indian tea must taste like" tea. The real tragedy is that real Indian chai is so much more delicious and most American people will never get to experience it. But to be all snobby about "Chai means tea!" is dumb.
