It isn't when the person they release without charging can very easily get a new illegal firearm in a matter of hours. Take, for instance, one recent arrest for illegal firearm possession. The accused told the police to hurry up and get him to "Kangaroo Court" so he could be "no-papered." Anyone who's caught with an illegal gun in DC knows the worst that is likely to happen is that they get their gun taken away. https://twitter.com/dccrimefacts/status/1668785705428852737 Studies have shown that a huge deterrent to violent crime is fear of swift and certain punishment (not long sentences).
