A homeless person already has fingerprints in the system. Hell, if I was mayor, I’d hire a team of 5-6 researchers to figure out where they came from, track down next of kin, etc. If you come in DC to do drugs and camp in public and generally be a nuisance, you get sent back to where you came from. If DC is your legit home, we will try to get you wrap-around services. The end. Communities need to take care of their own and stop dumping their problems onto big cities.
