A homeless person already has fingerprints in the system. Hell, if I was mayor, I’d hire a team of 5-6 researchers to figure out where they came from, track down next of kin, etc. If you come in DC to do drugs and camp in public and generally be a nuisance, you get sent back to where you came from. If DC is your legit home, we will try to get you wrap-around services. The end. Communities need to take care of their own and stop dumping their problems onto big cities. Most homeless people have severe mental issues or were recently released from prison. Mentally healthy people don’t unroll a sleeping bag on a downtown street because they couldn’t make rent that month. [/quote] I realize your whole plan here is trolling, but you're wrong about this, too. 61 percent of the homeless people in D.C.'s "point in time" survey last year had not previously been involved with the criminal justice system or with mental health institutions: https://community-partnership.org/homelessness-in-dc/ And about half of them have income. A major reason people in D.C. "unroll a sleeping bag on a downtown street" is because they were victims of domestic violence and had to flee their homes. But sure, let's lock those people up if they won't agree to be shipped off to Kentucky or whatever.[/quote]
