She needs to tell FIL herself rather than trying to pretend FIL's son is making the decision. OP, if I were your DH I would tell her to have a talk with FIL by X day, and if she doesn't she leaves your DH with no choice but to tell FIL "Margery and I talked and she's worried about taking care of you and insists that I help set you up at your house to recover.
