There are some homeless people, and some muggers, but they were there five years ago, too. Anyone who can handle Dupont Circle can handle Manhattan. But, just in terms of cost and quality, the best places to live now for non-rich people with three teens might be places in Westchester County, New York, or somewhere else on the commuter rail line that goes north along the Hudson River. I think you’d want to be in New York State, because it has more more state university options than Connecticut or New Jersey.
