Which DC charters have built their own schools from the foundation up? I know well-resourced KIPP sometimes does. Stand-alone charters very seldom build from scratch, because they can't muster anywhere near the resources to do that. I see Latin 2 rehabbing and existing building somewhere in Ward 5 eventually.
New construction can be cheaper than dealing with some old lead and asbestos-riddled problem property.
Sometimes true but there really aren't that many vacant sites in DC that would accommodate a build from the ground up -- especially if you need a site near a metro or other city services. A pre-existing school or office building is much more likely. This is based on my experience with a charter that has built from the group up and has also rehabbed/expanded an existing building.
DC Scholars is up for charter review soon, and Ingenuity Prep is up next year. Maybe Latin is hoping one of those buildings could become available. I realize it's tacky to talk about shutting down schools, but closing low performers is part of the PCSB deal. And closing a low performer might mean a better school comes in.
