Umm- are you unaware that there are several civil claims against specific people and governments from holocaust survivors and their descendants that have wrested both reparations as well as stolen property back? You might not have gotten anything back but there are people who are sent money from the german government and people who have received stolen artwork, apartments etc back from french and american owners. In many cases it was a new owners ho discovered the provenance of a work and instead of keeping it, put it back on auction and the was unable to sell and was ordered by the courts to return it to the original owner's descendants.  Many of the actual owners who came back from teh camps to see others in possessions of their homes were too broken to take them back but in teh 1980s through to today thee has been a greater push for restitution.
