The mayor is the problem. The police want to stop the now open air drug markets but they know the dealers will be back on the streets tomorrow. Decriminalization of cannabis has also increased competition for dealers and lowered their margins on that drug. They need to push K2 and other more dangerous drugs to make a good living. Unless we either: 1)decriminalize all drugs and invest in public health to stop addiction like Portugal did (so that dealers can call the police for things like theft, intimidation, and attempted murder instead of using street justice ) Or 2) get a new mayor who will care about black lives enough to increase police presence and response in drug market neighborhoods Nothing will change.
IMHO the MPD needs to be more kick-ass, not less. #2 is a no no because that would be considered "over policing," which is considered racist. And a more legitimate reason would ne that the war on drugs didnt really accomplish anything positive for the communities they targeted.
