#2 is a no no because that would be considered "over policing," which is considered racist. And a more legitimate reason would ne that the war on drugs didnt really accomplish anything positive for the communities they targeted.

To what extent is the US Attorneys Office - controlled by Republicans - trying to stoke crime in DC?

USAO is responsible for charging and prosecuting crime in the District. From what I've understood, they basically do nothing unless its a seriously violent crime (rape or murder).

Heroin started with “other demographics.” It was only when it spread to rural and suburban white communities that people started paying attention.

Well, the use of certain drugs (including ones that lead to erratic behavior)has increased. PCP use jumped again in the 2010s as did the use of synthetic drugs.

And we all know about opioids--which, although it has hit rural and suburban white communities--has spread to other demographics as well.
