IMHO the MPD needs to be more kick-ass, not less.
#2 is a no no because that would be considered "over policing," which is considered racist. And a more legitimate reason would ne that the war on drugs didnt really accomplish anything positive for the communities they targeted.

And we all know about opioids--which, although it has hit rural and suburban white communities--has spread to other demographics as well.
