But everyone seemed surprised that the people buying giant faux Craftsman houses filled them with babies who grew up and wanted to go to school. And when things like the McKinley numbers foulup happen, no one looks for root causes or decides to hold up on related decisions until they know what's happening. They don't look for the least expensive approach to solving problems. They don't make plans to assess the costs and benefits of programs. Demands are increasing and money is limited.
