As for portability, it's COMMON SENSE. Directly relating to the education issue, in a previous life I also spent many years involved in education and experience standards for professional licensure and examinations, which deals with a lot of the same issues. It's far more of an issue than you realize and again, a real teacher, particularly in the upper grades, would know this.[/quote]
