My parents were both born at home.  They were able to get documentation and I'm sure your people were able, as well.

Did they ever work?  [b]Social Security[/b] required documentation.  [b]Medicaid[/b]?  Same.

Male?  they have [b]selective service [/b]requirements.

No.  It is not a poll tax. Providing documentation is not a poll tax.  If you don't have the documentation, paying to get it is your problem. If you lost it, that is on you.

But, if you need it, I'm sure there will be organizations to assist you in getting your documentation.

Just filing a certificate of residency was considered a significant enough hoop that it constituted an impermissible poll tax.  No fee.  Not big deal.  Except it was unconstitutional.

Big difference that you left out:

They were using certificate of residence as an option to replace the poll tax.  
Big difference.  In this case, everyone is required to produce documentation of citizenship.  So, not a poll tax.[/quote]
