If you’re asking about Manchin, it’s because with a 50-50 split in the Senate (with VP Harris tiebreaking), all 50 Democrats would have to vote together to get to the point of a tiebreaker. Manchin is the most conservative D, so he will be the swing vote without which Democrats can’t get anything through.
