One fifth of them are high school dropouts, and only a fraction have graduated from college. On balance, we've paid hundreds of thousands of dollars to educate them through high school (for those who completed) and they haven't come anywhere near to repaying that through taxes. They have been a net cost, and a big one.[/quote]
