Its not clear to me if it was actually a violation of US Code on campaign funds from foreign entities.   I think thats debatable, since the intent to break it was there.

But its clearly an "issue"  How did we get to the point that only proof of lawbreaking is an "issue"?  Is that draining the swamp?
