Yes, they do. There is a big difference in hiring a private consultant and surreptitiously trading favors with a foreign government.
I agree that seeking the Steele dossier (initiated by Republicans, as you noted) is unseemly and disgraceful, but it is does not create obligations to a hostile foreign government.

The email states clearly that the information is coming from the Russian government. Is that true? We don't know yet. But the important part is that the Trump family (Don Jr), White House officials (Jared) AND campaign (Manafort) all thought they were going to meet with a Russian contact to get dirt on Hillary as part of the Russian government support for Trump. It LITERALLY, incredibly, is all in the email.
