Pretty damn positive three star GO/FOs don't make ROE decisions without legal counsel; so there's that. If the target was a valid military target and hasn't done anything to indicate surrender, I don't see the issue.  Was the boat still floating? Okay, sink the boat.  That's what Navies do.  Shoot at threats until they sink.  If you are engaging an enemy man 'o war and it is obvious that the ship is sinking, but the combatants are maintaining pursuit of their mission, then they are valid targets.  Being wounded is not some sort of double jeopardy.  Has the individual surrendered? If you let them go will they go back to the hospital, get healed up, and come back and continue their mission? Nope, they are a valid military target.  If it is sinking, ie., is not sunk, then keep shooting.  Did the boat run up a white flag or did they raise their hands or otherwise indicate a desire to surrender? Keep shooting.  See, KM Bismarck, USS Johnston, pretty much every U-boat ever.

All you people hootin & hollerin about two dead narco terrorists: 200,000+ Americans died 2021-2023 because to fentanyl.  What do you say about that?

Hello, low-information MAGA warrior. You need to read up on the FACTS about fentanyl and drug trafficking in Latin America.

Fact 1:
[b]Venezuela does not produce fentanyl.[/b] It is primarily manufactured in Mexico using precursors from Asia, and it enters the US mainly overland from there—not from South America. US government reports, such as the 2025 International Narcotics Control Strategy Report, identify Mexico as the sole significant source, with no mention of Venezuela as a producer or major trafficker.

Fact 2: 
[b]Venezuela is a transit point for cocaine, not fentanyl. The boats targeted in recent US strikes are mostly carrying cocaine to Europe, not fentanyl to the US[/b]. Experts from the DEA, UN, and think tanks like WOLA confirm there's no evidence of fentanyl labs or significant trafficking from Venezuela.

And, it's pretty likely that there was no cocaine on the boat. If there were, there wouldn't have been so many people as the space and weight are needed for the drugs. Also, the boat would need to refuel something like 20 times to make it to the US from Venezuela. Not the most efficient way to smuggle drugs. [/quote]
