It did not jump in front of any other projects. Again, you are just upset that planned money is being spent that doesn't benefit you, when you thought your projects had caught a break when the Saudis got the land and were going to skip ahead.[/quote] The relevant CIP at the time of the KAA purchase was the FY 2026-30 CIP, which did not anticipate any construction on a new western HS before 2034. Not some prior CIP from a decade ago. So what we need to see in the next CIP is which projects in the last CIP were affected, not whether a project in a CIP from a decade ago got cancelled or suddenly accelerated with no notice. [/quote]
