I see a lot of following in these videos. It's herd/gang mentality. They all fed off each other. The departments want people who follow orders without much questioning. Well, when your culture is rotten and you've got a bunch of herd mentality meatheads on your force, you get stuff like this, where no one had the will or the brains to say maybe we shouldn't be doing this.
