[/quote] The key point you made - [u]after renovations[/u] - justifies keeping Wootton where it is. Why not carve out part of Crown for SES kids? I'm sure that it will have all modern amenities that are needed right now, thereby saving any money needed to renovate Wootton to accommodate them (which will be on top of remediating the immediate issues with the Wootton building).
