As far as not getting an invite the next year, I don't think there is any black listing, they may not think to send you an invite again ( postage is expensive) but I can't imagine them saying no to your enrolling your child if you contact them and there is a space.  Because it is so open minded and the kids actually enjoy Capital Cotillion the classes do get filled so it is important to sign up quickly.  As far as the family that couldn't afford it I think at one point they offered aid to those that couldn't afford it but i just looke don the web site and did not see it mentioned.  I may have seenit in the invitation.
