Usain does his show because he thinks a part of sports is entertaining the crowd and having fun with them (see how Ali was when he was young). Bolt has a much more playful and respectful personality than Lochte. If Bolt did do something like this, he should be held accountable and would be vilified, and not because he's black, but because people have put him on a pedestal and, as such, he has an obligation to act responsibly. I doubt very much you understand Bolt's persona and how he's viewed throughout the world if you think he and Lochte are on par. Bolt is viewed as a fun loving athlete who does his best to entertain the crowd, and Lochte is viewed as an attention seeking douche who's not the sharpest tack in the drawer (which he managed to reinforce with his current behavior).
