I've been trying to figure out why the story changed so much, but when I watch the video it's pretty clear that they're wasted and probably can't remember exactly what happened. Then there are the reports of camera footage of them returning to their residence seemingly unfazed. I've been mugged and can recall how I was relieved I was that the whole thing was over. I think they were drunk and may or may not have done something worthy of penalty. People who observed their state (in the video, there were several men standing around watching them as they went into the restroom and came out) saw an opportunity and took it. The swimmers couldn't remember what they'd done, couldn't process what was happening, felt ashamed then relieved to be out of there. The story got muddled in the retelling.
I'm sure Brazilian police see this happening all the time, but this time it was in international press and they had to save face. Except now they've made the situation a hundred times worse than it needed to be. The people they're accusing had left the country or were about to, without pressing charges.

Moronic yes, you'd have to be to cling to the clear and convincing evidence that Lochte made the entire thing up--he destroyed the bathroom. He became violent and the drew guns to restrain him.
