Untrue. They are using ER and hospital services. Then the hospitals write them off as uninsured and the feds reimburse.

States provide emergency medical services (including labor/delivery) through a program sometimes called “Emergency Medicaid.” Under this, the federal government (via Medicaid) reimburses hospitals for emergency services for people who meet all other Medicaid eligibility criteria except citizenship. Many immigrant patients will receive care, but then be unable to pay. Hospitals then “write off” such costs. Some of that burden is offset through Disproportionate Share Hospital payments, which are federal/state funds to hospitals that serve low-income and uninsured patients.[/quote]
