This is a question for EDP.  I don't know how they evaluate the teams for the initial placement.   However, unlike MLS, EDP has promotion/relegation so if a team does not perform well enough, it will be moved to a lower division the next season.  If a team performs well, it moves to a higher division.  Bethesda South 03 team, for example, moved down from the top division to the 3rd division within a year or so.  Other teams moved up. If EDP "botched" their divisions and placed this team incorrectly, they will get relegated.  The FCB team at issue won their division at both Potomac tournament and Premier Cup.  According to got soccer (which is also not perfect), here are their stats:
