They have competition teams. Those will be ability based for leagues and tournaments.
Training groups and the teams for internal competitions will be mixed ability. Advanced will get branched out or play up if necessary for the challenge certain training nights.
There is no stigma. They are looking at kids individually and what is right for that player at any given time point. They have a huge amount of info on every player in the Academy. Notes nightly. Watch how many different coaches and TDs are watching and workign with the kids any given night (clipboards out taking notes). I had a kid in three different groups (even age) last year. And two different teams. The motivation is there because they know if they work hard they will actually reap the benefits---and not have to wait a year or more like the travel system to get any movement.

But now that I look again, I don't see FCB at U13. At all. Not in ANY EDP division. I don't see them at U11, U12 or U14, either.

EDP has not posted brackets for over U16 and up. My guess is that the league is probably still sorting out the divisions for the older age groups. For younger age groups, FCB teams are listed in U14 and U15 brackets for boys (two for each age group). Their U11 though U13 teams will start EDP in the Spring. The youngest teams will continue to play internal competitions, tournaments and friendly games.
Oh, the *FCB* U11-U13 teams won't start EDP play until the spring. Not the league as a whole. That makes sense.
I do think high school play will take a large chunk out of EDP's fall brackets for U16 on up. Virginia is the outlier in playing a spring season.
Incidentally, since someone raised a question on NCSL divisions, I did a quick analysis and highlighted the weird ones ...

This is a question for EDP. I don't know how they evaluate the teams for the initial placement. However, unlike MLS, EDP has promotion/relegation so if a team does not perform well enough, it will be moved to a lower division the next season. If a team performs well, it moves to a higher division. Bethesda South 03 team, for example, moved down from the top division to the 3rd division within a year or so. Other teams moved up.
NCSL also has pro/eel but they totally botched their division structures
If EDP "botched" their divisions and placed this team incorrectly, they will get relegated. The FCB team at issue won their division at both Potomac tournament and Premier Cup. According to got soccer (which is also not perfect), here are their stats:
