My guess is that he tried this because it would have allowed the no votes to hide. Those who are going to vote NO to release must be on the record individually voting no to the release when they do the vote by normal procedures next week. He filed a House Resolution (H.Res.577) to release the Epstein files which would have required unanimous consent.
