The Court of Appeals has no more authority than the district court to require the President to exercise executive powers. If Bukele refuses, then there is nothing the courts can do. They also cannot hold the President in contempt for failing to comply with their orders or opinions. This is a political fight between Democrats and Republicans over immigration that has now spilled over into the judiciary. It is also a political fight between the executive branch and the judicial branch. The Supreme Court may be forced to weigh in again, but it will only be able to express dismay or disappointment that the President is not exercising his executive authority.[/quote]
