I don't know how they evaluate the teams for the initial placement. However, unlike MLS, EDP has promotion/relegation so if a team does not perform well enough, it will be moved to a lower division the next season. If a team performs well, it moves to a higher division. Bethesda South 03 team, for example, moved down from the top division to the 3rd division within a year or so. Other teams moved up.
