This is a question for EDP. I don't know how they evaluate the teams for the initial placement. However, unlike MLS, EDP has promotion/relegation so if a team does not perform well enough, it will be moved to a lower division the next season. If a team performs well, it moves to a higher division. Bethesda South 03 team, for example, moved down from the top division to the 3rd division within a year or so. Other teams moved up.
NCSL also has pro/eel but they totally botched their division structures

Are U11 girls playing any external games? I'm guessing no league games, but maybe some tournaments? Any idea as to the number of girls in the program for that age group?

Most of the parents at Barcelona do not seem to be overly political or lobby coaches. I'm sure a few may have tried, but I don't think it would have been many based on the folks I know. I understand how people might think there was some social engineering or at least attempts, because there are so many around here who have made careers on it, but that would also be true anywhere else in the DC area. I don't see how anyone could say it's a negative here vs. other places though.
I saw a few examples of head scratchers in terms of kids playing up/down or where it didn't seem to fit, but I'm sure the coaches had their reasons for putting those kids in those places. In most cases it seemed to me that kids were playing at an appropriate level for their abilities.
The one thing I think that stands out is that the training is very well organized and run. If you like the Barcelona style of play and want your kid to learn to play that style, there's no better place to do it. And I can't say enough good things about the coaching that my kid received.
At the end of the day, the most important thing is for you to find an environment best suited to your player. The environment includes the training style and intensity, the other players & personalities, coaches, and many other factors that make up the experience. It's a good thing that Barcelona is another option for the families close to Leesburg and I'm glad we had a chance to be part of their first year.

So you are not even part of the program since you suggested that you may have come to Evergreen "to see them", but you are railing against the program based on however many minutes you spent peeking in? You keep saying negative things, but FCB tryouts were full with multiple players coming from DAs and ODP. The program must be doing something right to attract them.
I think you people did a good job scaring her off. I didn't think that poster railed against anything, she just made a comment about the thread and got trashed for it.
