Because he waited to get the chain of command in place.  It's normal to start at the top and work your way down.  Sessions waited for his deputy to get installed and  let him make the decision and lay out the case--his deputy is in the FBI chain of command, especially since S has recused himself from Russia investigation.   He is tryi--ng to depoliticize the DOJ.

Face it, HRC's problems with the FBI started with her.
WJC iced the political problems within O's DOJ when he spoke wtih Lynch on the tarmac.

I think Comey tried to walk the fine line between Dems and GOP when he did not charge HRC-yet laid out the case against her.  His statement about "no reasonable prosecutor" was inaccurate according to many AUSA's. There is a Marine who is currently in trouble who clearly had no "intent".

Dems have been calling for Comey's ouster.  This followed a normal process.  Had Dems not stalled so long on the appointments of Sessions and his staff, this would not have taken so long.
