[/quote] My guess is that for the initial selection, they can not read everyone...assuming 20 kids per school, with 141 schools that would be about 2800 applications... Some children are probably accepted without review (good test scores and GBRS), and some are probably rejected out of hand (lower scores and lower GBRS). So, that probably reduces the number of files that require review to under 1000. In the appeals process, they can look at things in more detail, as there are fewer appeals (usually about 200).
