You pay police to arrest the criminals, court officials to process their trials, and of course if they are found guilty, there's money to be paid to the prisons (guard salaries, food costs etc.) If you just pay that money outright to the people likely to commit crimes and deter them from committing the crimes -- won't a lot of people be out of work?[/quote]
