A role model is a person whose behavior, example, or success is or can be emulated by others, especially by younger people. (Get it? They "model" the "role," whether that role is "athlete" or "artist" or "mom" or "decent person".) The role model doesn't have to do anything to reach out to the people who want to emulate him or her.
