No, they cannot be faulted that way.  If they could find a target of their interest who was able to consent to a mutual relationship, they could pursue it, but the current Constitutional law says that minors under the age of consent as defined by each jurisdiction CANNOT CONSENT.  They are entitled to move to anyplace that has an age of consent that allows them to pursue a relationship with someone that they find interests them.   Otherwise, they have to heed the local age of consent.  There are places with ages of consent as low as 12...but not in the United States.  So, your pedophile is welcome to leave the US for any jurisdiction that meets their need.  If they don't, they have to follow the local laws.  We don't accept illegal behavior that may be legal in other countries here in the US towards adults and we especially shouldn't do so for innocent children.

How wonderful it would be if the pedophiles and pederasts were to leave the country for other countries where the age of consent is lower.  Until then, we will continue to maintain and prosecute laws based on the local age of consent.[/quote]
