For example, many years ago Michigan was exceeding 40 percent OOS. The state legislature stepped in and curbed OOS admissions to just 30 percent of total student body. I understand that within the last ten years, many state legislatures have been loosening these types of regulations as they have been cutting back on their financial support to public colleges and universities.[/quote]
