While I agree a roach infestation is gross, I wonder which is more disgusting: roaches or having your daycare center "bombed" with pesticides... Roaches are nasty, but they're not going to poison your kids.
Health departments apparently disagreed with you. Based on observation, the center's kitchen area and infant rooms are not being maintained in a clean and safe manner. Evidence: 1. Assistant Director and a parent observed roaches on 9/18/2012 in the kitchen area while retrieving bottles from the kitchen refrigerator. 2. Licensing Inspector observed roaches (dead and alive) in the kitchen area on the counter tops, cabinets and in the corners during the complaint investigation on 9/19/2012. 3. The Health Department did an inspection on 9/19/2012 and observed "extreme" roach activity in the lower cabinets in the kitchen as well as the mop closet and infant room cabinetry. The were given a couple days to come up with a remedy.
