Not enough snow to invest in the type and numbers of equipment you'd get in a location that gets snow all winter and can quickly handle it. Cultural expectation from people who have never lived anywhere with snow that it is not possible and/or safe to carry on with life with snow/ice. There are people who think it is unsafe to go outdoors or have children go outdoors if there is a chance of any snow or ice anywhere under their feet. But Americans are litigious and if a kid or school employee slips and falls on the ice, you know there will be a lawsuit. Additionally, my HS kid's bus is routinely 20 minutes late. And the bus stops near my house are all akin to glaciers right now. [/quote]
