Cultural expectation from people who have never lived anywhere with snow that it is not possible and/or safe to carry on with life with snow/ice. There are people who think it is unsafe to go outdoors or have children go outdoors if there is a chance of any snow or ice anywhere under their feet. I think this reason is the main driver.

The second is so true. They seem to think kids cannot stand on any snow or ice at the bus stop and kids cannot wait for a bus for 5 minutes in the cold.
Sort of. But Americans are litigious and if a kid or school employee slips and falls on the ice, you know there will be a lawsuit. Additionally, my HS kid's bus is routinely 20 minutes late. And the bus stops near my house are all akin to glaciers right now.
Okay but Boston, Chicago are also in America and they go back to school quickly from these events.

My kid has a 10 minute (on normal days without snow and ice) walk to the bus stop down a large and steep hill, on the road. The road is covered in black ice. She then usually waits about 5-10 minutes for the bus to come. That's 15-20 minutes in single digit temperatures (right now its showing 0-7 degrees).
