He knows Norway isn't Denmark. But he is blaming Norway for not giving him enough rewards for being a good person, so he doesn't need to be a good person anymore. Like Brent Norwalk in the Good Place.

Another way to think about is that, even on his lucid days, Trump uses language purely in service of his goals, and Truth is not one of his goals. He is a dealmaker / negotiator of the "car salesman" variety and he'll say anything to pressure people to go his way, and craft fictional rationalizations to put opponents on the back foot. He doesn't operate at the level of intellectual debate, he operates at the level of snarling and baring teeth  and foaming mouth to scare people into submission. [/quote]

Yes. He is blaming Norway in advance for anything he chooses to do with regards to war.
