Why are you confused? That is what he said.  Unemployment rate didn't change, just like the number of jobs didn't really change 73,000 added.  That would be consistent with the statistics above where 88% of jobs added over the past decade or so were immigrants.

Furthermore, many of the immigrants would be within the system.  They're called legal immigrants.  They totally track h-1b.  I don't think h-1b collect unemployment, they just have to go home.  [/quote]
