No, they are not entitled to any federal programs. They are not in the system. But if they are using fake SSN's to gain employment, then their withholding is going into the system, so everyone else is benefiting from their participation, even if they never will.

That doesn't make sense. If you look at new UI applications, that number excludes people not authorized to work. So if those people are leaving, unemployment and UI numbers should both go down because more jobs have become available.
