They join alongside federal police enforcement (You know the guys and gals who are in every agency). This congestion is normal for Washington DC. This particular group is easier to spot than some due to their uniforms. A lot of people also feel anger to the annual right-to-lifers who congregate in large number in DC, as they hoist large signs and wearable slogans. It’s part of living in DC! It’ll be over soon.
